Internal wastegate turbos have an actuator arm that protrudes from the compressor housing side and connects to the internal flap inside the turbine housing. A universal or externally gated blanket will not accommodate that actuator arm and will either fit poorly or interfere with wastegate operation. The correct geometry is built in to clear the internal actuator arm while still providing full coverage of the turbine and back housing.
